Unesa.ac.id, SURABAYA - Surabaya State University (UNESA) together with the Ministry of Social Affairs (Kemensos) held a reflective discussion with the theme “Handling Persons with Disabilities Holistically, Integratively, and Inclusively.” The event was opened by the Minister of Social Affairs, Tri Rismaharini at the Ministry of Social Affairs Office, Jakarta on Monday, June 24, 2024.
This discussion not only discusses theory, but also provides practical matters regarding the implementation of disability management. Not only that, this activity also discussed reflections in the context of developing technicians in the Ministry of Social Affairs area in the realm of disability.
Prof. Dr. Budiyanto, M.Pd., Professor of disability at UNESA said that the collaboration between UNESA and the Ministry of Social Affairs also introduced the concept of innovative disability management through the UNESA Disability Management Information System (SIPISA).
“SIPISA is a web-based platform, designed to help trainers establish appropriate programs for people with disabilities,” he explained.
This trust began with a visit from the Ministry of Social Affairs to UNESA, where the Ministry asked UNESA to improve the competence of trainers in the region. The UNESA Center for Excellence in Disability developed the competency development design.
The proposed design of holistic, integrative, and inclusive management of persons with disabilities is a major theme of this program. This concept has been approved by the Ministry of Social Affairs and its implementation was conveyed by executive officials within the Ministry of Social Affairs through this reflective discussion.

“The SIPISA concept is also introduced and will be applied by instructors within the Ministry of Social Affairs throughout Indonesia gradually through five batches of training,” he said.
The first batch will take place on June 25-27 in Jakarta, the second and third batches in Bandung, and the fourth and fifth batches in Yogyakarta, with the target participants being national instructors.
The material presented in this training covers various disabilities, with the main emphasis on holistic, integrative, and inclusive disability management with the help of SIPISA.
In the context of application, this concept has matured and has been welcomed by high-ranking officials, which facilitates disability handling services and accelerates their resolution. The initial details of this implementation will also begin with a study at the Prof. Dr. Soeharso Integrated Center in Surakarta, Central Java.
“Of course, the study is expected to develop the application more mature and in accordance with the needs of the field,” he concluded.
Vice Rector for Planning, Development, Cooperation, and Information and Communication Technology, Dr. Martadi, M.Sn. stated that UNESA's main focus is the development of disability management.
“We are very committed to becoming a center of excellence in the field of disability which is not just an academic mission, but also our social responsibility to improve the quality of life of people with disabilities in Indonesia,” he said.
Tri Rismaharini, stated that the development of the SIPISA application, a collaboration with UNESA, will significantly improve services for people with disabilities.
“The development of this application is a big step in our efforts to provide better and inclusive services for people with disabilities and we have discussed collaboration with UNESA since 2023, because we see the great potential UNESA has in this field,” she said.
The Minister added that this collaboration is not just a technical improvement, but also reflects the support and expertise of UNESA and MoSA collaboration to achieve more effective and efficient service targets.
With the support of SIPISA, it is expected that there will be better synergy between various parties in addressing disability issues. The collaboration between UNESA and the Ministry of Social Affairs in this discussion shows the commitment of both institutions in supporting the government's efforts to create an inclusive and friendly society for people with disabilities."[]
